Target Group: Level 3/Health 3

Multi-agency professionals  who work predominantly with children, young people and /or their parents/carers and who could potentially contribute to Early help assessments and Family  plans, or are involved in assessing, planning, intervening and reviewing the needs of a child and parenting capacity where there are safeguarding concerns.


Birmingham’s residents come from a wide range of national, ethnic and religious groups. This training programme will enable Multi-Agency practitioners in Birmingham to engage and work sensitively with Black and Minority Ethnic (BME) children and their families across all communities including those from Africa, Asia, the Middle East, China and Eastern Europe in order to safeguard children and promote positive outcomes for them.

Learning Outcomes

By the end of the day participants will be able to:

  • Describe the range of BME communities living in Birmingham according to population census figures
  • Identify the complex factors which lead to people settling in the city to include immigrants, those seeking asylum, migrant workers and travelling communities
  • Identify the developmental needs of BME children in relation to their race, culture, religion, identity and language
  • Identify the process of discrimination, the cycle of oppression and the effects of institutional racism on BME children and families
  • Explain the concept of cultural competence and its implications for practice
  • Use messages from research and Serious Case Reviews to inform best practice
  • Describe interventions that empower and safeguard BME children and their families
  • Address practice issues, identify good practice and formulate action plans
