Non-Attendance at Birmingham Safeguarding
Children Partnership Multi Agency Training
Purpose
Since the establishment of the Birmingham Safeguarding Children Partnership(formerly the Birmingham Safeguarding Children Board) (BSCP) in April 2006, thousands of professionals have benefited from attending multi-disciplinary safeguarding and child protection training.
BSCP is committed to ensuring that it delivers high quality targeted multi-agency training to key professionals who can impact on safeguarding and promote the well-being of children and young people.
The extensive training programme is costly in terms of commissioning trainers, administration, refreshments and venue costs. The purpose of this policy is to maximise attendance on all courses and conferences. Disappointingly, training places are lost through non-attendance preventing other colleagues attending important training.
This revised attendance at multi agency training policy will take immediate effect and will apply to all courses and conferences co-ordinated and delivered by the BSCP. The Charging Policy: Non-Attendance at Multi Agency Training will be reviewed by the BSCP Learning and Development Sub Group on an annual basis.
Charging Policy
Birmingham Safeguarding Children Partnership training is funded from annual contributions made to BSCP by its partner agencies. All training is free of charge to any person employed by one of the BSCB partner agencies or not for profit organisations in Birmingham.
BSCP implemented a cancellation policy January 2010, to recover costs incurred for non-attendance. If a delegate fails to attend a course or conference without cancelling by giving 5 days’ notice, charges will be incurred, unless there are extenuating circumstances. As from 1st August 2019 VAt will be charged on all non-attendance fees.
Conditions of Booking
All training courses and conferences are free to attend. However, to discourage non-attendance there is a cancellation fee.
- Managers’ permission must be obtained to attend a Birmingham Safeguarding Children Partnership, Learning and Development course.
- A budget code / invoice address must be provided at the time of booking.
- Delegates will not receive a certificate if they do not stay until the end of the course.
- Delegates must ensure that they sign the attendance register. Failure to do so may result in a non-attendance charge being made.
- Invoices for non-attendance/re-charge will be automatically applied.
Cancellation by the delegate

Note: If an agency can find an appropriate substitute they will not be charged for non-attendance.
Invoices for non-attendance/re-charge will be automatically applied.
Delegate Responsibility – Cancellation Procedure
Cancellations outside of 5 days before course start date must be made via the delegates BSCP website training account: http://booking.lscbbirmingham.org.uk
Where a delegate is unable to attend a course or conference within 5 days of the start date they must inform their line manager immediately and inform the BSCB Learning & Development Programme Manager via BSCP.ContactUs@birminghamchildrenstrust.co.uk
A charge will be incurred if cancellation occurs during this period subject to the BSCB Appeals process.
Non-Attendance at a Course/Conference
Non-attendance will be monitored and where a substitute delegate did not attend a charge will be incurred in accordance with the Charging Policy.
Late Arrival/Leaving Early
If you are more than half an hour late a non-attendance charge may be levied and you will not be permitted to stay for the duration of the course.
Delegates, who leave early, with more than one hour of the course remaining will be deemed to have not completed the training and therefore, will not receive certificate of attendance.
Appeals Process
The BSCP are committed to reducing the level of non-attendance and late cancellations. It is accepted there will be exceptional circumstances when delegates are justifiably unable to attend at short notice. Delegate’s line managers are expected to appeal in writing to the BSCP Learning and Development Programme Manager within 5 days of receipt of notification of non-attendance. Appeals will be considered on a case by case basis.
Delegate Responsibility
- Proof of a delegate’s attendance will be gained from the register that the trainer will distribute at the start of a course or conference.
- Delegates will be required to produce a course confirmation email on arrival.
- Delegates must ensure that they sign the attendance register on arrival.
- If a delegate has replaced another member of staff that was due to attend they must advise the trainer. Delegates must ensure that they cross out the name of the delegate they are replacing and enter their own name.
Non Compliance with Cancellation Policy
Organisations failing to comply with the BSCP cancellation policy will not be able to access BSCP training in the future.
Debt Recovery Proceedings
Failure to pay cancellation fees will result in the debt being passed to a debt recovery agency which will incur additional unavoidable costs.
